This Federal Law regulates relations arising in the field of public health in the Russian Federation, and determines: 1) the legal, organizational and economic bases for the protection of public health; 2) the rights and obligations of a person and a citizen, certain groups of the population in the field of health protection, guarantees of the realization of these rights; 3) the powers and responsibilities of the state authorities of the Russian Federation, the state authorities of the constituent entities of the Russian Federation and local governments in the field of health protection; 4) rights and obligations of medical organizations, other organizations, individual entrepreneurs in implementation of activities in the field of health protection; 5) rights and obligations of medical workers and pharmaceutical workers. |
