These Rules establish organizational, technical and sanitary-hygienic requirements for ensuring radiation safety of personnel and general public during commissioning, operation, decommissioning of power units of NPP and in case of a radiation accident at NPP. The requirements of these Rules are aimed at the implementation of the basic principles of radiation safety: - non-exceedance of the permissible doses of individual exposure to all sources of ionizing radiation (the principle of rating); - prohibition of all activities on the use of sources of ionizing radiation, in which the benefits obtained for humans and the society do not exceed the risk of possible harm caused by radiation exposure additional to the natural background (principle of justification); - maintaining the lowest possible and achievable level of individual doses and the number of persons exposed to any source of ionizing radiation, taking into account the economic and social factors (optimization principle - ALARA). These Rules shall be observed by all NPP workers and the employees of enterprises and organizations involved in repair, construction, installation, commissioning and other works in the area of controlled access of the NPP, as well as when working with sources of ionizing radiation at the NPP or outside its territory. All working instructions, job descriptions and occupational safety rules at NPP shall not conflict with the requirements of these Rules. The overall management of all radiation safety work is the responsibility of the head of the NPP. The organization of works and performance of technical activities on radiation safety is the responsibility of the chief engineer of the NPP. General organizational supervision and practical assistance to the NPP divisions in the organization of work to ensure radiation safety is provided by the radiation safety service (department, workshop). |
