1.1.1. The Safety Guidelines for Upright Cylindrical Steel Tanks for oil and petroleum products (hereinafter referred to as “Safety Guidelines”) are developed with a view to facilitate observance of the Federal rules and regulations in the field of industrial safety. 1.1.2. The Safety Guidelines contain recommendations for provision of industrial safety at designing, manufacturing and construction of the upright cylindrical steel tanks used at hazardous industrial facilities of production, transportation, processing and storage of oil and petroleum products, and are not being a regulation. 1.1.3. Aiming at facilitation of observance of the Federal rules and regulations in the field of industrial safety, the organizations that carry out activities related to designing, manufacturing and construction of the upright cylindrical steel tanks may use technique and methods, which differ from those specified in the Safety Guidelines herein. 1.1.4. The Safety Guidelines cover the upright cylindrical steel tanks with nominal capacity 100 to 120000 m 3 for oil and petroleum products with non-floating or floating type roofs. It is recommended to execute designing, manufacturing and assembling of the tanks with capacity more than 120000 m 3 by specialized organizations based on individual technical specifications and with consideration of the recommendations of these Safety Guidelines. Provisions of these Safety Guidelines cover the tanks under the following operational conditions: arrangement of tanks – above the ground; stored product density – not more than 1.1 t/m 3 ; maximum temperature of tank shell – not more than 100°С (change in physical and mechanical properties of steel used should be taken into consideration for the tanks with storage temperature more than 100°С); minimum temperature of tank shell – not lower than -60°С; internal excess pressure – not more than 2.0 kPa; relative vacuum gauge pressure in gas space - not more than 0.25 kPa; seismic activity in the area of construction - not more than 9 points incl. on MSK-64 scale " MSK-64 seismic intensity scale ." Provisions of these Safety Guidelines cover steel constructions of a tank limited with first flanged or welded (threaded) connection of the process facilities or pipelines outside or inside of a tank shell. These Safety Guidelines shall be also used for erection of the tanks for storage of formation water and firewater, oil effluents, liquid mineral fertilizers and edible liquids (provided provision of sanitation and hygiene standards). 1.1.5. Recommendations of these Safety Guidelines shall not cover: refrigerator storage tanks for liquefied gases, hot water storage tanks and tanks for storage of aggressive chemical products; execution of work related to process designing, power supply designing, design of equipment, control and automation systems and other equipment, and maintenance and service of upright cylindrical steel tanks for oil and petroleum products; repair work design. Terms and definitions and the list of abbreviations used in the Safety Guidelines are given in Annexes 1 and 2 to the Safety Guidelines hereto. |
