Description / Scope
The objects of technical regulation in this Federal law are the following: buildings and structures of any purpose (including engineering networks and engineering systems which are the part of them), and building-related and structure-related processes of design (including research), construction, installation, adjustment, operation and utilization (demolition). This Federal law applies at all stages of building or structure life cycle.
This Federal law does not apply to the safety of technological processes complying with functional purpose of buildings and structures. Only possible hazardous impacts of these processes on the state of the building, structure or their parts shall be taken into account.
Additional safety requirements for buildings and structures (including safety requirements for engineering networks and engineering systems which are the part of them), and building-related and structure-related processes of design (including research), construction, installation, adjustment, operation and utilization (demolition) can be established by other technical regulations. In doing so, the specified requirements shall not contradict with the requirements of this Federal law.
This Federal law establishes minimum necessary requirements for buildings and structures (including the requirements for engineering networks and engineering systems which are the part of them), and for the processes of design (including research), construction, installation, adjustment, operation and utilization (demolition) related to the buildings and structures, including the following requirements:
1) mechanical safety;
2) fire safety;
3) safety at hazardous natural processes and phenomena and (or) man-made impacts;
4) the conditions of residence and staying in buildings and structures which are health-safe for the people;
5) safety for users of buildings and structures;
6) availability of buildings and structures for the invalids and other population groups with limited traffic abilities;
7) energy efficiency of buildings and structures;
8) safe level of environmental impact of buildings and structures.
