New Eurasian Technical Regulations for main pipelines

The EAEU Technical Regulations "On requirements for main pipelines for transportation of liquid and gaseous hydrocarbons" were approved by the order No. 114 of the Board of the Eurasian Economic Commission.
The new technical regulation will regulate the safety requirements for main pipelines on the territory of the Eurasian Economic Union (includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan). Designation number of the regulations has not yet been determined, however, the date of its entry into force is July 1, 2021.
The technical regulation regulates the safety requirements for main pipelines for the transportation of liquid and gaseous hydrocarbons at different stages of the life cycle:
Conformity assessment rules for main pipelines are also given in the new regulations. Compliance with mandatory safety standards will be verified at the following stages:

- design, including engineering surveys;
- construction / reconstruction;
- operation, including acceptance and commissioning, conservation;
- disposal.
Conformity assessment rules for main pipelines are also given in the new regulations. Compliance with mandatory safety standards will be verified at the following stages:
- Examination of project documentation - during design.
- Technical supervision, designer and state control - during construction / reconstruction.
- Acceptance - upon completion of construction / reconstruction.
- Operational control, state control - during operation.
- Construction and field supervision - during disposal.
