The present Federal norms and rules in the field of industrial safety "General explosion safety rules for explosive and flammable chemical, petrochemical and oil refining manufactures" (hereafter referred to as Rules) are developed according to Federal law from 21.07.97 No. 116-FZ "On industrial safety of hazardous industrial facilities." The Rules establish the requirements intended for maintenance of industrial safety, prevention of failures, cases of industrial traumatism on hazardous industrial facilities (hereafter referred to as HIF) of chemical, petrochemical and oil and gas refining industry where hazardous substances indicated in paragraph 1 of Annex 1 to Federal law from 21.07.97 No. 116-FZ "On industrial safety of hazardous industrial facilities", including those capable to form vapour- gas- and dust-air explosive and flammable mixtures except for condensed explosives (hereafter referred to as CE), are obtained, used, processed, formed, stored, transported, and destructed, as well as HIF of storage of petroleum and petroleum products, liquid gas fuel, highly flammable and combustible liquid (hereafter referred to as LGF, HFL and CL). The rules are intended for application: at development of production processes, design, construction, operation, reconstruction, modernisation, major repairs, preservation and liquidation of HIF specified in 1.2 of these Rules; at manufacture, installation, adjustment, maintenance, diagnosing and repair of technical devices applied on the objects specified in 1.2 of these Rules; at examination of industrial safety of the documentation on modernisation, preservation and liquidation of HIF, safety case of HIF, technical devices, buildings and structures, declarations of industrial safety of HIF specified in 1.2 of these Rules. The present Rules establish requirements of industrial safety for activities in the field of industrial safety related to design, construction, operation, reconstruction, modernisation, major repairs, preservation and liquidation of HIF specified in 1.2 of these Rules. |
